Compulsive scramble for Development underway in India for political survival; Urgency like situation

  


A compulsive scramble has ensued in India among those in game of power politics.For every one holding reins or in race to grab one –may be in Delhi or states, time is fleeting out at a faster pace than they anticipate.

It is the Urgency like situation.If some one wishes to sail afloat in political space- one has to  deliver on platforms of development and over all governance –mainly corruption and price line.Other factors like caste and communal lines are subtly taking a back seat though last ditch attempts are always made to keep the twin issue alive even at the cost of collateral loss to the society and public property.

The Twin realities exist but are losing its bite some where. The duo can brighten prospects rather than playing sheet anchor role as it used to be in pre-2014 era.  
   
Prime Minister Narendra Modi is in tearing hurry to see that his growth agenda gets translated into a reality within a stipulated period of three to four years.States’ satraps harbor no confusion that Public has become awakened and no tricks can tinker with electors’ score sheets on the performance scales.

Perceptions matter and word is around that much is being done by center –like Make in India, Swachch Bharat, Start Up India,Digital India,Smart City, Solar power etc,but  electorate is clear that they will make assessment  after three years for the Union Government’s performance in reality check .

But all these development work hinges precariously on issues like Intolerance- having propensity to throw everything - positive acts-hay wire. The Center has to be careful that it does not derail its  calculations .

Recent polls in the Hindi heartland state of Bihar is the case study of sorts.Many claim that It was a grand coalition politics which fetched Nitish Kumar  “Gathbandhan”the power afresh ,but fact of the matter is that The Development agenda in the backward state Like Bihar reaped him dividends at the hustings.

Women voters convinced by delivery by the JD(U)-RJD -Congress government on the ground turned out in large numbers to tilt the scale -- it was almost a lop sided affair .
 
Modi had made ripples in the national politics with his development theme and highlighted the Gujarat Model to ensure sweeping victory to his party at the center.

Grasping the ground reality, State Chief Ministers are virtually running around to change face of states and “Gujarat Model  & “ Bihar Model” are emerging as guide books. At drop of hat, either Chief Ministers or their deputies, accompanied by ace bureaucrats, undertake  foreign tours to bring in investment and show case their state to the outside for development. They are tapping all opportunities.

At the Davos (Switerzerland) meet, a Volvo Bus ,with Andhra Pradesh- Make Andhra Pradesh your Business "is moving around city streets and  Technocrat CM  Chandra Babu Naidu has been invited at the 46 the World Economic Forum (WEF). He is meeting top participants. For many time is running out as elections are round the corner, but their eyes are fixed on the development and industrial growth.

In Poll bound state of West Bengal, Calls are being made from public platforms that the Industrial growth will be the main plank besides ensuring over  all development .Parties Like CPM minced no words at their Rallies that the Industries will be brought here. The situation was not  so a few years ago when Car factory project was folded up in Singur . Mamata Bannerjee who is contesting the polls first time as incumbent is convinced that the development carried out by her regime vis-à-vis 34 year old rule by left parties will be paying her party in April- May polls.  

Almost every state’s Chief minister or principal opposition parties’ growing concerns  veer around that  the electorate is vigilant  and social media is vociferous 24x7 round the year the might of the social digital platforms make or mar prospects of any player in the political rings.
  Everyone is assessed by visible performance. Some attribute the development phenomenon is set by NAMO   ( Naraeandra Modi) and the ascendency of a Chaiwala to the PM' slot speakes volume about the growth agenda's inherent prowess to propel state players to the national centre stage. perception sells at the hustings.Incumbents have realized that days are over and brute force of delivery  can only stave off rivals’ longing for coveted slots.

   In 2014,BJP and its allies stormed to power scaling down citadels of Congress and others ,and in follow up poll in Delhi it was one sided in one of the most awakened urban swathe.

Aam Admi party ,a new entrant won 67 out 70 seats. Then it was Bihar where again the verdict was virtually one sided. Now, AAP is gaining currency through its policies like --- end of the Management  quota in Schools,Odd and Even formula for car- rationing, crackdown on corrupt  practices. They are ruling on the perception and their acceptability is on rise.Crowd in Muktsar ( Punjab ) rally on Maghi Mela has already set tongues wagging  that the scenario is changing.  

 Sensing public mood, strategies are being drawn to highlight development. PM in his addresses in Assam said that he has three Ds--development,Development and Development. 

The BJP is playing card of development in Assam to encash 15 years anti-incumbency factor against  the Tarun  Gogoi Government. Congress is also chalking out strategies quietly there  and rainbow coalition might come into play as the BJP has also locked understanding with many outfits in this NE state.

Development is the agenda for the Ruling AIADMK which is also battling for the state’s development post rain havoc let loose there a month ago. Kerala ,another state, Ruling Congress is faced with anti-incumbency ,but state’s Chief minister is flagging his development work and many social schemes.

In Uttrakhand,State government is firing all cylinders to ensure visible development  when it goes to polls next year along with Goa,Manipur,UP and Punjab.

In most populous UP, state government is pushing all projects at break neck speed ,but here, the law and order and over all governance issue is taking precedence ,and caste and communal factors are also deciding factor because huge population of minority community and castes line ridden rural swathes. The state’s development –like power supplies,fly overs,investments from abroad,sops for tourism and film industry etc. are also yardsticks to judge the state government. Cyclic mood of voting party one time and other next time is not that relevant ,but perception about the incumbents will matter and that would spell out the verdict.

Harayana CM Manohar Lal Khattar is in China to lure business ,so size of the state does not matter every one is in race .

Thanks to fear instilled by voters among stake holders – perform or perish .
