Hinting that GST Bill may not go through the winter session, Finance Minister Arun Jaitley today directly blamed the Congress for stalling the passage of the Bill in Parliament.
However, the Minister said the government would push for other reform bills in the Rajya Sabha in the remaining three days of the Session, which ends on Wednesday.
The bills include amendment to the Arbitration and Conciliation Act, a legislation to set up commercial courts and bankruptcy code.
Addressing an annual general meeting of industry chamber FICCI, Mr Jaitley said, "I have no doubt in my mind that attempt to delay (GST) is entirely for collateral reasons. And the only collateral reason I suspect is if I couldn't do it, then why should somebody else do it?"
Mr Jaitley expressed dismay over the quality of Indian politics, which has kept the government from pursuing its legislative agenda and stalled crucial reforms like Goods and Services Tax Bill in Parliament.
Maintaining that in a democracy it is politics that determines policies, Mr Jaitley warned that future of Indian policy-making will depend on quality of politics.
He stated that in the past, India has paid price for bad politics.
Mr Jaitley said when the world started liberalising in 1960s and 1970s, Indian policy-making was aimed at redistributing income rather expanding the economy. “We lived in a world of hallucination,” he added.
Then in 1991, India drastically changed it economic policies. “1991, which became a defining moment for India, reform was thrust on us,” the FM said.
He said, “In 2015, when we look back, 1971 was an era when you could survive on slogan without performance.”
