CPM MOVING CAUTIOUSLY ON TECTONIC PLATES OF TACTICAL POLITICAL LINE @ PLENUM

The political tactical line of CPM has favoured flexibility in striking poll deals, but it had left little room for state wings to decide at its own such tie-ups. The party leaders are having brain storming sessions in Kolkata during the First organizational Plenum in 37 years for its revival at grass-root level by taking up social and economic issues  even as the West Bengal State Assembly polls are round the corner.

CPM leader Sitaram Yechury has made it clear that the party will discuss its poll strategy after the plenum but observers feel that it is caught in a cleft stick of dilemma of cobbling deal with Congress in the wake of stiff opposition from its leaders in Kerala .

In Kerala, it has to fight with Congress led UDF.Tripura Chief Minister Manik  Sarkar has minced no words to.oppose truck with Congress and Likewise, Kerala top.hats are opposed for such a deal.

Speculations about the tie-ups gathered storm after the CPM Rally in Brigade Maidan on Sunday where its leaders made twin political statement by highlighting its industrial policy and a multi-pronged attack on Trinamool Congress and BJP’s government at the center.

Observers immediately deciphered that it has spared Congress in its attacks leaving room for a coalition with the latter.Party State Secretary Surya Kantha Mishra announced that the party would start factories in Singur and other places for creation of jobs.

Though in the party political buro majority of leaders are opposed to
dealings with Congress, party general secretary Sita Ram Yechury is apparently  of the view that if not overt, some tacit understanding  should be struck with Congress, sources hint.Mr Yechury has made it clear that nothing about the possible tie-ups has been discussed so far as first task is to rebuild the robust party set up.

Informatively,The party's political tactical line adopted at Visakhapatnam Congress had favoured such understanding at regional level but had little room to surge head full steam for such deals.

WB State chief minister Mamata Bannerjee moves are being keenly observed. The subject of alliances in poll-bound Bengal is likely to crop up at The five-day CPM plenum that is underway in Kolkata .

One camp in CPM will be trying to exploit the window the Visakhapatnam party congress had left open in April this year while adopting the political-tactical line.

"While ruling out an all-India line of a national alliance with the secular-bourgeois parties and implementing the same uniformly in the states, the review states that the party can adopt suitable electoral tactics in the states for understanding with the regional parties," the political-tactical report says.

"But this-state-level electoral tactics--- should be done within the framework of the overall P-TL (political-tactical line) and it should be governed by the party's interests and the requirement of rallying the Left and democratic forces.

In any case, the lobby seeking an understanding with the Congress is in a minority in the politburo.

Yechury has hinted at "flexible tactics" in an article on the plenum in party mouthpiece People's Democracy. He penned At the same time, the 21st Congress P-TL also underlined the fact that the CPI(M) must adopt flexible tactics to meet swift changes in the political situation," .

Thrust of the plenum is on the organizational matters, all are discussing about the left’s political agenda as the polls are only a few months ago and it can be resurrected only through rich poll dividends.

The task is uphill in the wake of Mamata;s grip on the ground and her growing proximity with Congress.

No one can be sure that the Congress will have tie up with CPM or Trinamool.Recently,Mamata met Sonia Gandhi on latter’s Birthday and also spoke in her favour in the much publicized National Heralad case.

Congress Pundits who stitched Mahagathbandhan in Bihar with JD(U), RJD may go with Ms. Mamata as during Bihar polls, she was always seen by the side of Bihar Chief Minister Nitish Kumar.

Such a Gathbandhan in can not be ruled out in West Bengal . Congress leaders are also aware of the party’s relationship with Left ledears in another poll bound state  Kerala.

Now ,CPM is toying with an idea of clever alliance in WB to corner Mamata, and  the trick in these elections are leaders’s eyes on 2019 scenario at the national level.

Emergence of Left parties ,some leaders, say can not be that fast that it regains its old strength in the Lok sabha in the wake changing political scenario and progressive youths growing involvement in Political main stream.

No alliance will be done by Congress in isolation as Assam, another bordering state of WB, is also going to polls ,and Assam Congress leaders are quoted to have supported  “Magathbandhan experiment” there too to take on the growing ambitions of  BJP.

CPM is discussing  three study reports to try and coin slogans to connect with the people, especially the youth, in a changed world. The party feels that its current slogans fail to strike a chord with the masses.
